Balfour Beatty to build RAF engineering facility

Balfour Beatty secures landmark care scheme in Ireland

Balfour Beatty has been selected by BAE Systems to deliver an £82.5m contract to build engineering and training facilities at RAF Marham in Norfolk.

In March 2013, the Secretary of State for Defence confirmed that RAF Marham would become the main operating station for the UK’s fleet of F-35 Lightning II jets.

Balfour Beatty will utilise digital tools including 4D modelling and BIM throughout construction of the 25,000m2 of technical accommodation across three individual sites on the base.

Dean Banks, Balfour Beatty Managing Director UK Construction Services, said: “We are committed to making this exciting development a success and extending the excellent track record BAE Systems and Balfour Beatty have for delivering defence projects in the UK.

Our proven expertise in defence and aviation means that we have developed technically advanced delivery solutions that will help to ensure that RAF Marham’s operational capability is maintained throughout our construction activities on base.”

Balfour Beatty has worked closely with BAE Systems, its customer Lockheed Martin, the UK Ministry of Defence’s Lightning Project Team and RAF Marham over the past six months as a Preferred Supplier to prepare for the construction project.

This project builds on the existing experience that Balfour Beatty has of delivering highly complex and technically challenging projects for the UK MoD on live operational bases.

Balfour Beatty is dedicated to providing sustainable benefits to the local communities in which it operates and has planned to channel a minimum of £25 million of project spend via SMEs.

As members of The 5% Club, Balfour Beatty will ensure that the project generates opportunities for 15 apprentices, three graduate trainees and a further three work placements for students. The project will see 300 construction workers employed at peak.

Works are scheduled to commence on the project in April 2016 with completion scheduled for summer 2018, ready for the arrival of the F-35 Lightning II fleet in 2018.

Barratt to build 1000 homes at West London Nestle site

Industrial estate developer SEGRO has selected Barratt London to build over 1,000 homes on the former Nestle plant in Hayes, West London.

The regeneration will be a boost for the Capital as it faces the challenge of building more homes to meet population growth coupled with creating the employment opportunities that underpin sustainable communities and business.

As a long term property investor and developer, SEGRO will be responsible for delivering 230,000 sq. ft. of modern industrial and urban logistics warehouses that have the potential to create up to 400 jobs.

SEGRO bought the 30 acre site in January in 2015 as part of its strategy to provide high quality urban warehousing to meet the growing demand from occupiers.

Alan Holland, SEGRO’s Business Unit Director for Greater London, said: “This is an exciting time for SEGRO as we embark on a new journey to deliver both first-class urban warehousing alongside a high quality residential scheme.

London’s population is set to expand significantly over the next decade and with land supply diminishing rapidly, we understand the need to think creatively to meet the need for homes and jobs.”

Alastair Baird, Barratt London’s Regional Managing Director said; “This year we are set to complete around 2,000 new homes across London and this agreement with SEGRO will boost our pipeline of future projects.

It demonstrates that our technical capability in delivering complex schemes continues to provide us with a competitive advantage in London. Working with SEGRO, we will draw on our experience to design and build a great place to live and work on this important regeneration site in Hayes.”

Dudley residential scheme gets underway

Dudley’s Falcon House has been bought by a developer who has set his sights on creating more than 140 flats as part of a £14 million regeneration scheme.

Arran Bailey, owner of ALB Black Country Properties, bought the outdated eight-storey office block at auction and has revealed plans to convert the 88,000 sq ft building in to 65 one-bedroom and 76 two-bedroom apartments.

Falcon House was set to be demolished to make way for a supermarket complex which would have included a café and petrol station, but plans were scrapped by Commercial Estates Group, paving the way for ALB Investments to step in and regenerate the building.

Bailey said: “The local area has been in need of new housing developments and we are excited to play a big part in the area’s regeneration.

“The project will be a great opportunity to bring more footfall to the town by attracting young professionals. This will help to boost the local economy and will improve the area’s image by updating outdated buildings.”

Headoffice3 has designed the development of Falcon House and will be managing the works to complete in 2017.

Glen Harding, chief executive of headoffice3, said: “We believe this project will genuinely improve the local demographics and breathe new life into a tired block in urgent need of renovation.

“The external façade alterations will create a new, vibrant and exciting feel to the building.”

House building scheme helping the construction sector

More than 8,000 households have now received support to own their own home through the Help to Buy (Scotland) scheme, Social Justice Secretary Alex Neil has announced.

Since 2013 the Scottish Government has invested £500 million to help first time buyers and existing home owners purchase a new build home through the original Help to Buy scheme and the successor Help to Buy Affordable Home Ownership.

Over the six-year period this major investment is expected to help up to 15,000 households across Scotland and support jobs in the construction sector.

Social Justice Secretary Alex Neil said: “With 8,000 households now helped to buy their own home and with the new scheme expected to support up to 7,500 more individuals and families to own a new home over the next three years, Help to Buy is making a real difference to people in Scotland.

“By targeting our resources at affordable homes our new scheme is tackling inequalities and widening access to home ownership, plus providing the private sector and construction industry with a huge boost.

We are also supporting people on low to moderate incomes with £80 million allocated to our popular Open Market Shared Equity Scheme (OMSE) to help up to 2,000 first time buyers.”

A number of sales are still expected to complete from the 2015/16 scheme year – but due to annual budget restrictions home builders have been informed that the funds must be drawn down by March 31.

The London Borough of Tower Hamlets has chosen its architect for a £77 million scheme to redevelop the Old Royal London Hospital into a new civic centre.

Allford Hall Monaghan Morris (AHMM) will be the lead consultant and designer for the £77 million scheme of the grade II listed building in Whitechapel.

The scheme also includes the major refurbishment of John Onslow House in Roman Road which AHMM will also manage as lead design consultants.

The council’s Civic Centre is a major part of the wider regeneration of Whitechapel which includes the opening of Crossrail in 2018, alongside 3500 new homes, 5000 jobs, new retail opportunities and new public spaces to be delivered over the next 10 years.

Will Tuckley, Chief Executive at Tower Hamlets Council said: “I am pleased to announce that the experienced AHMM team have been appointed to lead the architectural design and consultation stage of our ambitious plans to create a new Civic Centre in the heart of Whitechapel.

Whitechapel as a whole is undergoing massive changes and the Civic Centre will be a key building contributing to the regeneration of the area and securing the future of a building of heritage importance for the borough.”

Paul Monaghan, Director of Allford Hall Monaghan Morris (AHMM) said: “This is an amazing opportunity to create a civic beacon for Tower Hamlets, and we look forward to the challenge of working with new and old to make a new type of town hall at the heart of the community.

One of the most exciting aspects of the project will involve bringing the 18th century Royal London Hospital back to life as a public building open to the borough.”

The contract will cover all the key consultant, design and planning management milestones including the appointment of contractors and the work taking place on site. The building is earmarked for completion by the end of 2021.

Jobs boom continues in Enterprise Zones

Nearly 2,000 jobs have been attracted to England’s 24 Enterprise Zones in the 3 months to September last year alone – boosting employment to record levels.

Northern Powerhouse Minister James Wharton said that with 3 new Enterprise Zones and a Zone extension announced at the Budget, the scheme was destined to go “from strength to strength”.

New figures show that in the 3 months to September last year, Enterprise Zones reported 1,918 jobs – a 9% increase on the previous quarter.

It means that in 4 short years, Enterprise Zones have been responsible for attracting nearly 24,000 new jobs.

Northern Powerhouse Minister James Wharton said: “Once again, we are seeing proof that Enterprise Zones are delivering real, tangible benefits, with jobs and companies showing significant growth.

In just four years, nearly 24,000 new jobs have been attracted to Enterprise Zones across the country – with jobs growth in the Northern Powerhouse even higher than the national average.

But we want to go even further, and the announcement of 3 new Enterprise Zones and a Zone extension in the recent Budget means this programme will go from strength to strength.”

New Enterprise Zones

Enterprise zones were launched in April 2012 and are central to the government’s plans to rebalance the economy, offering world-class infrastructure and top-class growth incentives.

They cover a range of key sectors including aviation, manufacturing, renewable energy and life sciences.

The Chancellor announced the further expansion of the programme with the creation of 3 new zones in Cornwall, the Black Country and Leicestershire, and an extension to the existing Sheffield zone as part of the Budget.

This will see:

  • creation of a new marine renewable energy cluster at the MarineHub in Cornwall

  • creation of a new science and innovation focused cluster in Loughborough and Leicester

  • creation of a new waterfront development for business services growth in Brierley Hill in the Black Country

  • extending the advanced manufacturing offer of the Sheffield Enterprise Zone

Enterprise Zones have now attracted £2.4 billion of private investment and more than 600 new businesses across a range of key industries including the automotive, aerospace, pharmaceutical and renewable energy industry sectors.

Network Rail has submitted proposals for a new station building at Acton Main Line to Ealing Council for approval that will create new facilities.

The proposals for a bright, modern, spacious new ticket hall are part of the Crossrail project in preparation for the arrival of Elizabeth line services.

The new glass and steel structure, designed by Bennetts Associates on behalf of Network Rail, will be located on Horn Lane.

The transformation of the station will be carried out by Network Rail as part of their Railway Upgrade Plan. From the end of 2017 the station will be run by Transport for London as part of London’s integrated transport network.

Matthew Steele, Crossrail Programme Director at Network Rail said: “Our proposed design will completely transform Acton Main Line station and provide a greatly enhanced passenger experience for those using the station. The ticket office will be light and airy and the station will be fully accessible, with new lifts providing step-free access from street level to trains.”

Matthew White, Crossrail Surface Director said: “The Crossrail project will provide a step change in public transport for people in the area – new trains, quicker journeys and a brand new station at Acton Main Line. The new service will provide fast and reliable journeys to the West End, the City and Canary Wharf.”

Councillor Bassam Mahfouz said: “It is getting very exciting as the arrival of Crossrail draws nearer. Ealing is one of only two London boroughs which will have five Crossrail stations.

It will bring huge economic benefits and we are working closely with Crossrail to ensure that the new stations are well-designed, innovative and accessible so that travelling is a speedy and pleasant experience.”

When the new railway fully opens in 2019, four Elizabeth line services an hour in each direction will serve Acton Main Line station, allowing passengers to travel right through central London without having to change trains.
